Details
All structural facilities subject to the scope of the Thuringian Building Code (ThürBO) must be arranged, erected, modified, maintained and used or removed in such a way that public safety and order, in particular life, health or the natural foundations of life, are not endangered.
This obligation is generally incumbent on the owner of the property or facility or the user throughout the entire period of stand construction and use.
For certain construction and usage periods, other parties involved in the construction, such as construction planners, construction managers, construction workers and construction inspectors, also have monitoring obligations. Various construction conditions must be reported to the building supervisory authority. The building supervisory authority or the persons appointed by it carry out monitoring and inspections at their own discretion, unless specific inspection cycles are prescribed.

Construction status notifications

Notification of the start and resumption of construction work
The notification (forms) must be submitted at least one week before the start, or after an interruption of more than three months, before the resumption of construction work. The notification must regularly be accompanied by further evidence.

The notification (forms) must be submitted at least two weeks before the commencement of use. The notification must regularly be accompanied by further evidence.
Building site inspections, building inspections and building activity inspections
Depending on the building project, prescribed inspections or inspections unannounced due to special events are carried out and building site visits or building acceptances are carried out for individual building sections up to the release for use and necessary measures are determined. The building inspections must be applied for in good time.
As a rule, the building permit already specifies which inspections are required and which evidence must be submitted.
In the case of installations that are inspected in the simplified building permit procedure or notified in the exemption procedure, construction supervision by the building supervisory authority is usually not required.
The activity profile of the building supervisory authority also includes the detection of illegal building activities and uses, i.e. measures for which the required building permit has not been applied for or has not yet been granted. The detection of these "black buildings" is based on own research, but also on information from other public authorities or neighbours.

The construction status reports are mandatory for all projects that are not exempt from procedures. The attachments to be included depend on the project.
