Structural verifications

The authorization to submit building documents includes the authorization to prepare the structural engineering verifications, unless otherwise stipulated in Section 65 of the Thuringian Building Code (ThürBO). For certain projects, the civil engineer or architect must be entered in the lists of specialist planners for stability and fire protection.

Section 65 of the ThürBO also stipulates in which cases the proof of stability and fire protection must be inspected by the building authorities, irrespective of the qualification of the person preparing the proof.

Proof of stability

In accordance with the provisions of the ThürBO for the respective project, the inspection of the proof of stability essentially comprises:

• Examination of the mathematical proofs of stability
• Examination of the associated construction drawings in static - constructive regard
• Examination of element plans of the prefabricated construction as well as workshop drawings of the metal and engineering construction
• Examination of the proof of the fire resistance duration of the load-bearing components
• Examination of the construction drawings for conformity with the proof of fire resistance
• Supervision of the construction project in terms of statics and design

The inspection obligation for the stability of structural systems depends on the building class, the building use, the type of construction, the compliance with the provisions of the criteria catalogue and the qualification of the verification providers.

In the case of residential buildings in building classes 1 and 2, there is no inspection of stability if the person preparing the evidence is registered in the list of specialist planners for stability in Thuringia; registrations from other states also apply in Thuringia.

Fire protection testing

The inspection of fire protection includes:

• Examination of the fire protection proofs
• Monitoring of the construction work with regard to fire protection

In the case of buildings in building classes 1 to 3 (except for medium-sized and large garages and special buildings), the fire protection certificate is not checked. In the case of building class 4 (except for medium-sized and large garages and special buildings), the certificate is only checked if the person preparing the certificate is not registered in the list of specialist planners for fire protection in Thuringia. Registrations from other countries also apply in Thuringia.

The extent to which the removal of structural installations requires proof of stability is regulated in § 60 Para. 3 ThürBO.

The proofs of sound and heat insulation are not checked by the lower building supervisory authority.
